"RCA" stands for Roadway Conceptual Analysis. It's the process through which Orange County confirms the need to improve a road. At the heart of all Orange County RCAs you'll find a fascinating mixture of scientific data and feedback from residents. With the approval of the Board of County Commissioners, an RCA project moves forward with final design, right-of-way acquisition and construction.

Orange County has initiated a Roadway Conceptual Analysis (RCA) study for Valencia College Lane between North Forsyth Road to Econlockhatchee Trail in east Orange County.
The purpose of the study is to assess current conditions and recommend roadway improvements that will provide a complete streets approach to comfort, connectivity, safety and mobility for all roadway users along Valencia College Lane from Goldenrod Road to William C Coleman Drive. The study considers existing conditions as well as future Impacts of planned development to identify recommendations that are consistent with the safe system approach and in line with the county's Vision Zero initiative. The RCA will also review the roadway to the east from William C Coleman Drive to Econlockhatchee Trail and the unopened right-of-way to the West from North Forsyth Road to Goldenrod Road for possible pedestrian and bicyclist improvements.
A consulting firm has been selected to complete the study and data collection is anticipated to begin in Spring 2025.
The Roadway Conceptual Analysis Study will include an extensive public involvement plan with small group meetings with neighboring HOAs, two community meetings, work sessions and public hearings.
Community meetings and hearings will be advertised at least two (2) weeks before each date through the study newsletters, newspaper advertisements in the Orlando Sentinel, study website and County social media.
